Builder Requirements

  • Homes must be located in the Snohomish PUD service area – including Camano Island.
  • Each home must be ENERGY STAR V3.2 or DOE Efficient New Homes certified as federal standards require, or reach Built Green Four or Five Star requirements and must be documented by a HERS rating.
  • Homes must have a HERS Rating Completed on or after January 1, 2024.
  • There are no restrictions concerning heating fuel for homes to be eligible for SnoPUD Green Home Rewards, however rebates are paid on the basis of electric savings only.
  • Eligible homes include single-family detached, single-family attached, modular homes, accessory dwelling unit (ADU)*, and multi-family units. Manufactured homes are not eligible.
  • Builders and HERS raters must complete a participation agreement to submit homes and receive incentives through SnoPUD Green Home Rewards.
  • Builders must submit an IRS Tax Form W-9 before they can receive incentives through SnoPUD Green Home Rewards.
  • Submissions must be completed and reported by an eligible and certified HERS rater. The associated costs of hiring a HERS rater to evaluate eligibility are the builder’s responsibility.
  • HERS raters must remain in good standing, and maintain a “Passing” quality assurance score, to submit homes to SnoPUD Green Home Rewards.
  • All submissions of incentive and participation applications for SnoPUD Green Home Rewards are completed through an online submission portal.

*A dwelling unit, as defined by ENERGY STAR 3.2 requirements, is a single unit that provides complete independent living facilities for one or more persons, including permanent provisions for living, sleeping, eating, cooking, and sanitation.
